The Northwest Territories Nominee Program (NTNP) is set to reopen its application intake on February 27, 2025, marking a crucial opportunity for foreign nationals seeking permanent residency in Canada. This reopening follows a tumultuous period, including a false start in January and significant adjustments to the program’s allocations due to federal caps.
Key Details of the Reopening
- Application Window: The intake period will commence at 9 am MT on February 27 and conclude at 5 pm MT on March 6, 2025.
- Application Limitations: Only 90 new applications will be accepted during this round. This is because 60 applications from 2024 are being carried over into the 2025 allocation, bringing the total to meet the federal cap of 150 nominations for the year.
- Random Selection Process: Unlike previous years, applications will be selected randomly after pre-screening, rather than on a first-come, first-served basis. This change aims to ensure fairness and equal opportunity for all eligible candidates.
Application Streams and Eligibility
The NTNP is structured into several streams to cater to different skill levels and employer needs:
- Employer-Driven Stream (Yellowknife Employers): This stream has been allocated 70 slots, divided between Entry Level/Semi-Skilled Occupations and Skilled Worker & NWT Express Entry categories. For Entry Level/Semi-Skilled, applicants must have an expiring work permit in 2025 and at least 12 months of full-time work experience in the NWT. For Skilled Worker & Express Entry, applicants need a permanent job offer, relevant work experience, and an expiring work permit.
- Employer-Driven Stream (Outside Yellowknife): Similar criteria apply, with a smaller allocation of 10 slots.
- Francophone Stream or Employer-Driven Stream: Dedicated to Francophone candidates, with 10 slots available.
Employer Quotas
To maintain fairness and balance, there are limits on the number of applications each employer can submit:
- 1–10 employees: 1 application
- 11–49 employees: 2 applications
- 50+ employees: 4 applications.
Challenges and Advocacy
The reduction in the Northwest Territories’ nomination allocation from 300 in 2024 to 150 in 2025 has been met with disappointment from business groups and potential applicants.
The Government of the Northwest Territories (GNWT) continues to advocate for a higher allocation to address labor shortages and support economic growth.
Preparations and Support
Applicants are encouraged to review the updated program guidelines and prepare necessary documentation before the intake period opens. The GNWT provides support through its website and contact channels for those seeking more information or assistance.
As the NTNP reopens, it reflects the territory’s ongoing efforts to balance labor market needs with the constraints imposed by federal nomination caps. Despite these challenges, the program remains a vital pathway for skilled and semi-skilled workers seeking to establish a life in the Northwest Territories.
