Newfoundland and Labrador has recently introduced significant changes to its provincial immigration pathways, shifting from a first-come, first-served model to an Expression of Interest (EOI) system. 

Effective February 19, 2025, this change aims to align immigration more closely with the province’s labour market needs, particularly in sectors experiencing shortages, such as healthcare and education.

  • Increased Nomination Allocations: The province successfully negotiated an increase of 1,000 nominations for 2025, bringing the total to 2,525. This includes maintaining 475 spaces under the AIP and accepting 290 new humanitarian immigrants over the next two years.
  • Temporary Pause on Application Intake: To facilitate the transition to the new EOI model and develop tools for streamlined processing, the province temporarily paused the intake of new applications and job vacancy assessments until mid-February 2025.
  • Pause on Job Vacancy Assessments and AIP Designations: As of January 2025, these remain paused, with further updates expected in the coming weeks.
